History and Legal Status

Mission

The National actors’ guild of Cameroon (NAGCAM) is a syndicate (Trade Union) made up of actors of Cameroon extraction. It is an autonomous guild affiliated to the Cameroon Film industry (CFI).

NAGCAM is legally registered under the dispositions of Article 6 of Law No 92/007 of the 14th of August 1992 to institute the Labour Code; with registration certificate No.SN/1/47 OF THE 26TH OF April 2006.

Since its creation, this union has had four (4) National Presidents viz:

 Mr. VUGAH SAMSON aka Grand PA   —–    2006  –  2013

 Mr. MOMA PASCAL GAMIH aka BOB   —   2013  –  2014

 Mr. KESHA KENA EMMANUEL       —-         2015  –  2017

 Mr. TAKUM FRED CHE  (interim)     —-         2018  –  2022

Mission

NAGCAM seeks solidarity amongst actors and actresses in an attempt to fight poverty, unemployment, mediocrity, moral decadence, and exploitation by promoting moral rectitude and professionalism via performances, production supervision, training workshops, seminars, and sensitization campaigns, with the labour code and copyright laws as a guide.

Vision

The Vision of the syndicate is to:

  • Uphold and protect the artistic rights of her members through collective bargaining.
  • Mediate between Actors and producers/production houses;
  • Negotiate contracts for members irrespective of their production houses;
  • Ensure that contracts duly signed by members are fulfilled;
  • Organize and participate in training workshops/seminars and festivals, (National and International);
  • Run a film academy to assist actors and actresses attain professionalism;
  • Work as an auxiliary arm of the Government to ensure that the audio-visual and copyright laws of Cameroon are respected;
  • Work in collaboration with all embassies to promote the culture of Cameroon;
  • Grade members and issue Awards to outstanding Actors and Actresses;
  • Sign protocol agreements with other Guilds within the country and abroad;
  • Provide EXTRAS to independent producers and production houses
  • To establish, conduct and maintain such education, recreational, social and charitable enterprises as may assist in the advancement of its members and aid in their general welfare.
  • To cooperate and/or affiliate with any organization or association whose objective is the betterment or advancement of motion picture performers, the motion picture industry, the entertainment industry and all persons employed therein, and the labour movement generally.
  • To undertake and support such projects as may be for the advancement of motion picture performers and the arts and science of motion picture and or/ internal or external harmony, efficiency and ethics and/or the general welfare of the motion picture industry.

Membership

  • Any person who has performed or is performing or about to perform as a performer shall be eligible for membership in the Guild.
  • Membership into the Guild shall be obtained by written application duly signed by the applicant and shall be in accordance with such requirements as established by the General Assembly.
  • Membership shall be effective upon payment of a non-refundable registration fee as agreed by the National Executive bureau.
  • NAGCAM shall also admit honorary members upon proposal of the National Executive Board and approval of General Assembly.
  • Cameroonian Actors resident abroad can gain full membership into NAGCAM, diasporas branch when he/she fulfills all the above necessary conditions as stated above.

Electoral Process and Tenure

  • Elections shall be conducted via a list system.
  • Members into the NEB shall be elected by the GA in an ordinary Elective General Assembly meeting.
  • The National Executive Bureau shall have tenure of office of three years.
  • The NEB shall be installed by the Delegates of Labour and Social Security and / Or Regional Delegate of Culture of which ever Region the installation ceremony is scheduled to take place.
  • Persons elected to the post of President, Secretary and Treasurer must be able to speak and write at least one of the Official Languages i.e English or French.
  • However a coalition list may be accepted after thorough appraisal by the returning bureau to ensure that it is not a result of influence, blackmail or conceived pre-election fraud strategy.

Types And Frequency Of Meetings

  • National Ordinary General Assembly Meetings – Once a year (2nd weekends of November.)
  • National Executive Bureau Meetings – Quarterly.
  • Branch General Assembly Meetings – Monthly.
  • National, Branch General and or Executive Extra-Ordinary Meetings – They shall take place when needs arise.
